The Latest: Senate goes into recess, ensuring shutdown
WASHINGTON (AP) — The Latest on Congress and spending legislation (all times local):
11 p.m.
A short government shutdown is assured as the Senate has recessed until just after a Thursday midnight deadline to pass a temporary funding bill.
Kentucky GOP Sen. Rand Paul sparked the shutdown after blocking repeated attempts by GOP leaders to speed up a vote on the stopgap funding bill, which is attached to a huge bipartisan budget agreement.
Paul is protesting that the bill would usher in the return of trillion-dollar budget deficits.
The Senate is likely to vote to reopen the government in the wee hours Friday. A House vote would follow, but it’s possible that federal agencies will have to implement temporary shutdown plans if clearing the funding bill takes too long.
Essential government functions will continue regardless.

Californians call federal public hearing on oil drilling ?a sham?
SACRAMENTO ? Hundreds of Californians who traveled to the state capital to voice their opposition to President Trump?s plans to expand offshore oil drilling left a public hearing Thursday in anger and disbelief that there was no microphone or panel of federal officials to listen to their concerns.
Instead, the public hearing by the federal Bureau of Ocean Energy Management took the format of an open house consisting of science-fair type displays ? including one labeled ?Why is Oil Important.? Federal scientists and technical staffers answered questions individually in what began as a polite and quiet gathering at the Sacramento public library.
The peace didn?t last long.

OAKLAND – Warriors’ general manager Bob Myers spoke to the team Thursday about curtailing their technical fouls. The Warriors lead the league in ejections (nine) and are third in technical fouls (46).
“They’ve worked very hard as individuals to cultivate a reputation that I think is mostly appreciated out there in the world, certainly I think in our local market,” Myers said. “Through their play, their character, their demeanor, the way that Steve [Kerr] coaches, the way they share. I just said, ‘You need to work to protect that. Acknowledge it. That takes care to sustain that — keep that and don’t lose sight of that.’”

Prep Basketball: Lady Vols knock off Cactus Shadows for first postseason win
KINGMAN ? The first time was the charm for the Lee Williams High School girls basketball team.
The Lady Vols knocked off No. 13-seeded Cactus Shadows, 44-42, Thursday night in a 4A State Tournament play-in game for their first postseason win in program history.
No. 20-seeded Lee Williams jumped out to a 10-7 lead after the first quarter and extended its advantage to 21-10 at the half. The Lady Vols couldn?t carry over the momentum into the third quarter though, as the Lady Falcons outscored them by an 18-8 margin.
Lee Williams still held a 29-28 lead heading into the final quarter and made sure Cactus Shadows didn?t pull off a come-from-behind victory by making 11-of-13 at the free-throw line.
The Lady Falcons didn?t go down without a fight though ? sinking three 3-pointers in the fourth quarter. But it didn?t prove to be enough as eight different Lady Vols scored at least two points each.
